Philip Cullingworth

Philip has over 35 years of local and international banking experience, and has held a number of leadership positions in risk and portfolio management in both emerging and developed markets. Philip left Citi in February 2023.

His most recent role was Regional Credit Head for a portfolio of countries in EMEA, comprising both presence and non-presence, based in Dubai. The team of around 35 risk professionals managed a portfolio of over US$ 40 billion in the corporate, financial institutions and public sector space. During his tenure of over 8 years, the portfolio performed extremely well and grew in both size and geography as the bank returned to the Kingdom of Saudi Arabia.

Philip’s previous role was the Regional Credit Head for South East Asia based in Singapore, a position he held from 2010 to 2014. In this role and other risk leadership roles Philip was responsible for approving all extensions of credit including all transactions within the geographic footprint, which incorporates both developed and emerging economies. As the risk head he was also part of the leadership team covering those geographies, where he was instrumental in implementing the growth strategy whilst maintaining safety and soundness within the portfolio.

Philip has had extensive experience with risk policies, all banking lending products, structured debt, trade structures, contingent exposures and markets-based products. On portfolio management Philip has led the effort to implement regulatory processes and compliance with ever-increasing regulation and reporting within the region.

Philip was also Regional Credit Head for Sub-Saharan Africa from 2007 to 2010.
